Changes to the Adopted Harborough District Local Plan
As you may be aware, the original end date for the Adopted Harborough District
Local Plan (HDLP) was 2006, However, this was extended to 27th September 2007 by the Planning and Compulsory Purchase Act 2004, in common with other local authorities.
The Government has subsequently allowed some Local Plan policies to be 'saved' beyond 27th September 2007 while work on the Local Development Framework continues, in order to avoid a policy vacuum.
The Council has now received notice from the Government Office for the East Midlands of the final list of HDLP policies that will be saved. The final list of saved policies is attached at Appendix A, for your information. This list represents approximately 75% of the total number of policies and includes the most significant,
locally specific and well-used policies, as requested to be saved by the Council.
These saved policies will be saved indefinitely, or until they are replaced by policies within the Local Development Framework.
Also attached at Appendix A is the list of deleted HDLP policies.
These deleted policies have ceased to be part of the HDLP, as of 28th September 2007, and as such, are no longer part of the development plan for the purpose of determining planning applications. The main reasons that policies have been
deleted are:
- the policy repeats national planning policy without adding local detail;
- the policy no longer conforms to national planning policy;
- the policy duplicates criteria, which can be found in other HDLP policies.
A revised version of the Local Plan is currently being prepared, which will clearly identify those policies that have been deleted and explain the reason for the deletion, signposting the reader to alternative policy (either within a national planning policy
statement or other HDLP policy). The revised version of the Local Plan is expected to be available shortly and a copy will be made available to each Parish / Town Council / Meeting. A copy will also be available for reference at customer services /
one stop shop and available online at www.harborough.gov/ldf . Further copies will be available to purchase upon request, at a cost to reflect the photocopying costs.
